What is skiving referring to by OP?
Skive or skiving may refer to:

- Skive RC, a rugby club
- Skiving (leathercraft), the thinning of a piece of leather, cork, or rubber using a sharp tool

I'm curious why your dept. switched from LE9T5. Were there any specific problems with it?
I just checked the Virginia LE state ammo contract and the vendor for Federal shows that LE9T5 has been discontinued.
Has any agency, other than Pittsburgh P.D., switched to something other than HST, because of claimed unsatisfactory performance with HST?
I'd be curious about that, not that I am going to change as I have a fair amount of it now but if there is an issue I'd love to know about it.
Any particular reason why? Thanks.

I honestly do not know. I am not aware of any agency near me that issues HST.
