57mil for some reactive target for wtbn Q to do what with? I'm not sure how giving a bunch of guys with actual experience another simulator, unless they are looking at how to get these to the ITB's on each coast.

My buddy and I have been thinking of doing similar, but with balloons on plexi rods about 5' tall on top of RC cars. We haven't yet because good RC cars cost serious $$ and we're afraid other people would shoot them.
Very cool and useful targets if properly implemented and utilized.
