It's par like par in golf. It is the standard. An exercise with a three second par time should be completed within three seconds; any work beyond that doesn't count. Most timers can be set to work with a par time, so you get an intial beep, and another beep at par, and it records stuff in between.

So, the idea behind a "par time" is like the idea behind "par strokes" in golf. If a hole should take 4-strokes or less to place the ball in the hole, then it is a Par 4. If a shooting drill should take 4-seconds or less to complete, then the par time should be 4-seconds. Faster than par is optimal, more than par is sub-optimal.
