Sounds like the old Geco BAT (Blitz Action Trauma) ammo. IIRC, it was a very light bullet at super fast (for a 9mm), with a plastic cap. I think of it as an ancestor to the Barnes stuff.

Penetration is an impossibly old-fashioned concept, that doesn't even begin to take into account the sub-nuclear forces unleashed by this round, including advertisium which gives off marketonian rays which will cause immense and immediate quantum-based tactical electrical shock--and critically that quantum-based tactical electrical shock is on the sub-molecular level. So as you can see, while the round itself will penetrate no more than 8 inches or so, the critical mass of multi-syllabic words that are used to describe its effect will cause devastating incapacitation on their own tactically planned accord.
