There have been a couple times I've seen Priuses drive that fast. I've always assumed that the driver was someone forced into driving one by some circumstance (rental or loaner for broken down car) and they were in a hurry to get out of the car ASAP. I know I would be.

Not too long ago, they had those commercials where Priuses were racing other cars and winning. I think the point was they go longer on a tank of gas, but that’s not what they were showing. Ironically, during that time, one pulled along side me at a light, with obvious intentions of having a go at it. I was in a Corvette. I’ll leave the ending to your imagination.

Probably, but it seems a lot of the wheel locking "business" overseas is quasi-legal to begin with.
