I agree with BBI. I am reasonably certain that those three folks are far enough from from others, for this to be of no significance, one way or the other. Plus, assuming that really is Dr. Fauci*, he has had COVID-19, already, and considering his position, he is probably tested regularly, so, he should know whether he is still capable of shedding/spreading.
Moreover, he is, technically, “wearing a mask.“ And, the law, or emergency order, at that location, may specify that a mask NEED NOT BE WORN, unless one is within “x” number of feet of others, that are not members of one’s own household.
So, I see no law necessarily being broken, nor what the fuss is about.
*I know enough about digital photography, to tend to disbelieve any image I see on the internet. I would need to know the credibility of the photographer, who captured the original image, or have a credible, credentialed, non-biased person examine the original digital image file, and pronounce it good.
