Here in WA paper bags were restricted because too many trees were being killed. So the stores started using plastic bags. Then those became restricted because they were filling up the land fills at an alarming rate and it took a billion years to break one down. Now they just charge you 0.05 for a plastic bag if you don't have a bag. That stopped people from putting grocery bags in the garbage and they started reusing the bags they had. Then the price of food doubled so saving 0.05 for a bag became chump change.
you forgot about the bacteria outbreaks early on with the reusable bags, as people weren't washing them when contaminated with things like chicken juice. sadly that didn't kill enough people.
