Two thoughts that probably make too much sense to be implemented:
1. Mute the mic of the dude not speaking. Super easy, nothing to add or take away. Just tell the sound engineer to do it, it's already set up on the board.
2. Simple computer program. Whatever length of time you speak during the other dude's time, it takes away from your time. If you're going to talk over the other guy, better make it worth it.
