I’m having a hard time believing that.

There might be a genius of advertising who just trolled an entire state out of almost half a million dollars involved in this.

But, there’s probably better odds that the ad-agency was told what the slogan would be by someone from the South Dakota .gov and after a helpful suggestion or two was ignored by whoever was in charge of this program they just chuckled to themselves and went to work on one of the best jokes ever.

After 17 years in advertising, I'd say that the client definitely dictated this line. Neither the agency, the creative director, the writer, nor the account team will live happily ever after, though. Having your name attached to this kind of thing can end your career.
