Amateur Radio. The question pools for the Tech, General, and Extra license classes are published, so one could take all three exams at one exam session and come out as an Extra class licensee without actually knowing anything and no intention of knowing anything besides how to turn the radio on (frequently prepper types who want a radio for their "go bag"). So, you have these guys with no knowledge or background and guys with a background in RF, electronics, or engineering both taking the same exams and getting the same licenses.

Those professional exams used to be brutal. I took one that was 16 hours over two days. There was math, lots of math. There was a time here when people would take the PE exam and maybe 10% would pass. They finally had to go to a national multiple choice right answer because the states professional exam board wouldn't pass anyone. More money for them because fewer engineers in the wild. I think the pass rate is now over 30% but I haven't looked in awhile. I retired my license about 3 years ago.
