Actually, IIRC, S&W pioneered that idea with their Fiochhi-manufactured line of ammo, 40+ years ago. The way it was told to me, after the disastrous explosion/fire at their indoor test facility in 1978, which was eventually traced to airborne lead, they developed the encapsulated/coated bullet to cut down on lead emissions.
