Funny, I had just started this thread to post that link. DocGKR's post prompted me to look around for more on the FBI program.

The FBI Request for Proposal (RFP) and the XM17 MHS are fascinating contrasts. The FBI seems to very clearly know what they want, and have crafted a narrowly defined RFP that should quickly cut down the playing field to a handful of entrants (if that). Meanwhile, the Army seems to have only the vaguest idea of what they want, even leaving caliber choice open to the manufacturers, and have crafted requirements so broad that it will be difficult to sort the apples from oranges.

I thought it was interesting the guns it excludes from FBI...
Including one I am am sure the FBI and the manufacturer do not know it excludes

Glock and Hk being the visible ones excluded.

Kevin - that's interesting. HK is obviously excluded due to the magazine release, but what excludes Glock? I agree Glock will need to make tweaks to the frame (eliminate the finger grooves) and magazine basepad, but I didn't consider these to be major modifications.

Maybe not eliminated due to this - but a dig specifically against Glock (and Hk)

    C.4.7 TRIGGER
    C.4.7.a Trigger Mechanism Type / Class I & II
The trigger pull shall be consistent in both length and weight of pull
for the first shot and all subsequent shots.
    Firing pin/Striker fired only.
There shall be no method of manually cocking the pistol other than by
    pressing the trigger.
If a trigger safety is present, it is preferred the safety match the
    contour of the trigger bow.

    That is silly.

Nobody can really understand this item without asking for clarifications... the joys of buropseudotechspeak.

    Systems Engineering comments:

    1 - Please quantify 'consistent'

2 - Please define 'match the contour'

3 - Please clarify who 'it is preferred' by? Is this a requirement ("shall") or a desire ("goal")?

It seems all really pointless, confusing and needlessly complicated, both in the obscure wording of the requirements and how much time, money and effort one has to invest to navigate it.

Is it on purpose, or some people really make thing like this without further motives?

So, this is probably a misunderstanding of terminology on either my part or the part of the person who wrote the requirements, but aren't striker-fired guns usually considered not to have a firing pin, as it's simply a part of the striker, and not a separate part? If that's so, wouldn't this line actually mean that hammer-fired guns would be allowed as well due to the fact that they have firing pins? Hooray for clarity, right?

Yep. All this hoo-hah is pretty much required by the FAR:
