Could that be construed as a SBR since it appears to be simply a standard carbine buffer tube; i.e, capable of easily accepting a stock?

A couple years before I retired we took this, and a small Taurus 40 cal pistol, from a career felon. At least one of the guns was entered as stolen from another state. He was prosecuted federally and sentenced to fifteen years. After I retired I started working for the local courts and saw him on the docket and on the jail roster. Not sure how he got out of the fifteen years.
No. If there’s no stock on it, and the receiver started life as a pistol or “other,” then it’s a pistol until a stock is placed on it. A ton of pistol braces also use the standard carbine RE.
