There are probably a few guys that would be great to send the work out to. I would look at Ben Tendick, Ban Tang, Tom Krein, Watson, maybe Tracker Dan. Tendick is a damned wizard at it but I don't know if he will just wrap for cash or not. Ban and Tom are both known for doing custom mods.
As to supplies, you would want a suitable wrapping material. Probably a thin nylon for these purposes, but pretty much whatever that has a bit of texture should work. Then you would need a slow cure epoxy kit.
Most of the serious intentioned wraps are done by soaking the wrap in epoxy before applying the wrap. This creates a permanent and very durable structure.
Look for youtube vids of wrapping katana. Watch, practice, watch, practice, do a trial on a ruler with a hole drilled in it, tweak and rock on. Definitely easier to farm it out. Still cool to try.
I carry a custom made knife from Dee Kistner: the Moses with G10 grip panels in a sheath he made with a universal polymer belt loop mounting system.
