My understanding is that there was an office building occupied by "hundreds" of people somewhere in the background. They had posted officers at the office building as sort of a line in the sand for this guy. The impacting officer articulated his concerns for a safe background leading to his choice of weapon.
Apparently this incident had been ongoing for some time as they had traffic control deployed and had voiced the plan to stop him before he got to the office building. There were also officers on foot attempting to follow the suspect. When dude cranked off rounds the impacting officer feared for his partners and acted decisively.
I'll be borrowing that for a friend who works nights...
