In this day and age, I'm of the opinion that guys like him are too often the ones actually running the agency.
The path of least resistance will seldom get you where you need to be.
That's true at some agencies I know. I like what I've seen of this Chief. Seems squared away.

My understanding is that there was an office building occupied by "hundreds" of people somewhere in the background. They had posted officers at the office building as sort of a line in the sand for this guy. The impacting officer articulated his concerns for a safe background leading to his choice of weapon.
Apparently this incident had been ongoing for some time as they had traffic control deployed and had voiced the plan to stop him before he got to the office building. There were also officers on foot attempting to follow the suspect. When dude cranked off rounds the impacting officer feared for his partners and acted decisively.
