The best NPE carry method I've found is a Smartcarry, or one of the similar designs like the Pistol Wear.

I've seen a lot of guys carry in C3, and they were all the sort of folks that shouldn't have firearms, loaded or unloaded. Penis, check. Gun, check. Professional instruction, what's that?

I've seen a lot of guys carry in C1 that met that description, as well as a lot of folks carrying in C3 that were pretty well in the groove. Condition of carry does not change the derp factor as far as I know. Regarding NPE carry, I'm rather fond of the Safepacker for activities along that line.
