Losing Posting Ability

It seems to depend on the day or the direction the wind might be blowing, but I am alternately achieving and losing the ability to post a reply or post a new thread. At times I log on and can access my ability to reply to threads, and while on line, a message appears at the bottom of the page advising that I cannot post or reply. Sometimes I can log off and log back on and again have the ability to post or reply. Sometimes I cannot do that, and have to wait a day or to to again have the ability to post or reply. This seems to have started just in the past week. Help!
