I have a 2016 Focus ST I bought new and have enjoyed for 140k so far, and it is about the same performance spectrum as the new Miata, and IMO this is great for a street car you actually drive a lot.

Your difficult situation is that there are sooooooooo many options, and many/most (maybe even all?) are good.
IMO the best baseline might be the basic bull barrel Ruger 22/45 or one of the basic...

I agree in principal, only that the either-or question might not be between 22LR and 9mm, but might be between a new shooter that shoots 5 rounds out of a J-frame, or 5k rounds out of a 22LR J-frame.
