FWIW, 231 and HP38 were always the same powder, as were 296 and H110.
When I chronoed standard velocity and +P in my M&P45 Compact, the velocity difference was 27 fps and I couldn't really tell the difference in perceived recoil either.
Yeah, that's a sign of low pressure. There's nothing wrong with that, other than the fouling outside of the cases.
