I thought much the same when I saw the map, particularly the liability and insurance angle.
"Knowing your limits" and "staying in your lane" will be a big part of the success or failure of that...
You're of course right that it's not definitive, and they could be used with both old and new guns. However, I just asked and he confirmed that they were to be used with 17s.
