Lots of states have non-resident permits. One of these would allow you to carry in a lot of other states, not just Vermont.
I agree, but don't want to spend the money to be a test case. It's just too easy to avoid this altogether by having a permit.

Yes. Any time a drill specifies a draw, but you start at Ready, subtract 1 second from the par time.
