Is the 19 MOS the same, except for DHS-CBP markings and magazine plate, the same as the current Gen5 offering?

Does anybody know the reasoning behind the incompatibility between the Gen 5 and the 19X magazines?

Could the 19X be a Gen4 19 with 10rd mag and a Canada legal length barrel?
