Both. Uncycled pull is just like a DA - heavy and uniformal from a get-go vs two-staged light regular pull. But, yes, it does challenge trigger control.

At one time, HK had an "Individual Officer Purchase Program" of sorts. Like many things that have gone bye-bye since the craziness began, add this to the list. IIRC, my POW ran about $450 The one thing I dislike on the USPc is the proprietary light rail. They fixed that with the later models thankfully.
Not sure if I'm reading this correctly. My purchase was done thru agency and the gun was delivered to my local FFL at the time. This however was about 7-8 years ago. HK slowly began to modify the program we participated in little by little until they finally cx'd it a couple years back. I know they (HK) have gone through some changes recently too, so whether the program is back in some form I do not know. They were shipped in the standard box with 3 mags total IIRC.
I'd be curious if they resumed the program too.
Has this policy been discontinued?

Well....I've been wrong at least ONCE before.:p It may well be still going, or perhaps restarted. With two kids in college, my gun fund is pretty slim these days, so I don't pay much attention. I'll ask around and see what responses I get.
It was/is a hell of a deal either way. You get a new HK for about the price of a Glock. Can't beat that.
