Thank you for the clarification and the explanations. I am fairly conversant with general police procedures and the FTO process, so I understood your points. I continue to think it likely that the officer's mistake in this case was a psychomotor / human factors issue, but I lack sufficient facts to have anything more than a suspicion.

I wanted, so very much, to be able to carry my PD-issued X26 and then X2 Tasers in left-hand holsters, positioned for a left-hand draw, using the argument that my left hand WAS, indeed, my “strong” hand, even though I carried my duty pistol at 0300. Policy stated that the Taser was to be carried cross-draw, for the strong hand. But, a different clause, in the policy, made it clear that the Taser had to be holstered on the side of the body OPPOSITE the duty pistol.
Had one of my old partners, who was open-minded, and a critical thinker, been made chief, I might well have been able to get my idea accepted.
