Isn't LEOSA illegal in Hawaii now due to their changes? Wouldn't be surprised if other places tried it.

No state can nullify LEOSA as it's Federal law, passed by Congress to apply to all the states, Federal Districts and territories. While some assclown operations may try to jam you up, they do it at their peril since it is bright line law and there is also a body of case law confirming that.
Are Railroad cops not covered by LEOSA?
The only thing I've read that might be close had to do with riding the commuter trains for free. Current, uniformed, on-duty local cops could still ride free but out of the area, off-duty, retired could not.
