I don't really care about the racial issue here (we've all BTDT and it's a horse that's been atomized), I'm more concerned about the officer saying the 64 year old man could have done more.

The cop comes in at 1:37 and explains how the bus driver could've done more. Why? No one every gets heralded as a hero when you attempt to defend yourself (Zimmerman) let alone trying to protect someone else. Especially when it's (3) 15 year old kids attempting to murder (IMO) a 13 year old b/c he's not interested in drugs (maybe even said he'd tell on them?).
As Moody, the bus driver, said:
"Me jumping in the middle of that fight with three boys, it would have been more dangerous for other students on the bus for as myself," he told Morgan. "There's just no telling what might have happened."
