Best Smartphone For The Money?

I'm out of upgrades and the wives smartphone is failing. She needs a new one on at&t network.
I'm not a techy so advice would be great. Since I'm paying full pop I might.as well get the best I can.

Stip; no Apple not very compatible with work software. She has a Evo at&t equivalent now that is constantly shutting down.

She is heavy on emails and reports (mortgage industry) and it needs to be fast and process downloads in good time.

Samsung Galaxy S III. And the SII can be had for a good price and works fine.

Don't really know but my 20 year olds Samsung Rugby Pro seems like a contender. Dang thing is actually waterproof w/o aftermarket cases. And the speed text typing thing with the dragging his finger across the keypad is ridiculous.
