Not really. The video claims that suppressive fire from LEOs was crucial in deterring later shootings by Whitman. It is pretty well known that this wasn't the case and citizens aided in that endeavor with personal long arms. A good read is:

The idea that civilians aided in the event isn't a popular notion in some circles. The causality of his actions seems multi-dimensional - father, military training, neurophysiological. We will never know.

In his book "They Call Me Ranger Ray," one of the cops who killed Whitman atop the tower flatly said that it was the gunfire from the rifle-armed citizens on the ground that forced Whitman to take cover and stopped the murders.
