I wanted some realistic inert rounds for educational use, and I don't reload, so I ordered a small assortment from https://www.dummybullet.com/

Just received them. These came with the primer pockets drilled out. Inert primers and no side holes are options.
Not match grade ;-) but fine for my purposes.
No commercial ties, just a satisfied customer.
