Never seen one of these before. Looks like it was made for the old style snap/Velcro grid modular vests from the 90s.

Or maybe a velcro panel in a bag? Or would this predate that being popular?

Looks like a pocket holster to me, the velcro is just there to help it stay in place

IMHO, Looks like a custom piece that was designed to “snap in” with Velcro for additional attachment “power”

This is correct.

It could be attached via velcro or laced into a bag/purse/briefcase via the eyelets.
