It's not really "mustering" like we would think of, as if we "mustered the National Guard" for civil unrest....more like calling for mutual aid, like how a random PD in America could ask the State Police for backup in any number of situations, and likely receive them automatically for violent felonies in progress if they were the nearest unit.

So, "mustering the Gendarmes" in the face of a large civil disturbance does make sense in the context of the Police Nationale (which has its own riot-control units, the CRS) or the Gendarmerie Départementale requesting the assistance of the Gendarmerie Mobile. On a smaller scale, it could certainly also take the form of the Police Nationale in Dijon calling for mutual aid from members of the Gendarmerie Départementale stationed nearby.
