They already did.

Le Français can correct me, but the Gendarmerie provides basic police services to much of France. It's not really "mustering" like we would think of, as if we "mustered the National Guard" for civil unrest....more like calling for mutual aid, like how a random PD in America could ask the State Police for backup in any number of situations, and likely receive them automatically for violent felonies in progress if they were the nearest unit.

The Gendarmerie Départementale, the largest element of the Gendarmerie Nationale, is the local police force for most of France outside of major cities. They respond to calls, etc. In US terms, they are roughly analogous to sheriff's deputies or state troopers patrolling areas (including towns) with no local police force of their own. The Gendarmerie Départementale also has traffic enforcement duties on major highways, although France has largely automated speed enforcement via cameras. The Police Nationale handles police services in larger population centers.

Another major element of the Gendarmerie Nationale, however, is the Gendarmerie Mobile. These guys and gals do not respond to routine calls for service. It's not a perfect match, but they resemble the National Guard in the US more than the Gendarmerie Départementale does. Their duties include response to major riots/disturbances, overseas deployments (all gendarmes are military members), and response in support of the Gendarmerie Départementale when the latter needs a surge of bodies for a particular operation or initiative.

So, "mustering the Gendarmes" in the face of a large civil disturbance does make sense in the context of the Police Nationale (which has its own riot-control units, the CRS) or the Gendarmerie Départementale requesting the assistance of the Gendarmerie Mobile. On a smaller scale, it could certainly also take the form of the Police Nationale in Dijon calling for mutual aid from members of the Gendarmerie Départementale stationed nearby.
