In the 1990s, the Navy was concerned with developing weapons and countermeasures against a Russian sea-skimming missile. They needed targets to work against.

If I'd stayed at NRL for my day job, I'da probably been involved in this. My problem was the dang GS-11 and GS-13 I worked with were young and unlikely to allow suitable promotion, so I ended up at itty bitty machines.

Pro tip: The Sonar Equation is the same as the Radar Equation, just with less Hertz. *ECM/ECCM rimshot*

I mean, the most common engine on space launch vehicles made in the US are Russian, so....yeah?
