Not sure if this is common knowledge, but there is a portion of the GW Parkway, just north of DCA (Reagan National airport), that is within the District of Columbia. It's a ~1.5mi segment.

Northbound stopping locations
1. Gravelly Point, a park with a parking lot immediately north of the airport.
2. Roosevelt Island access lot, located between the merge ramp from the Memorial Bridge and the Key Bridge
Southbound stopping locations
1. there aren't any really good ones that I've identified.
