Charles Lieber is a huge deal in science circles. This is pretty wild; it seems like all he had to do to not commit federal crimes here was not lie to the NIH and DoD.

Pretty much.

There is no rule against working for a foreign government. You just can’t lie to the Feds about it.

Now, it remains to be seen if he shared information with China that was protected under NDAs with NSF/NIH/DOD/Harvard/etc. Those could run the gamut of criminal to civil charges if so. Not uncommon for folks who have big dinero grants to have NDAs of types with their home institutions.
