Note that the seventeen year old suspect already had convictions (not arrests) for burglary while armed, robbery with a weapon, burglary conveyance, fleeing and eluding with a high-speed chase, and grand theft auto. Yet, he was out roaming free with expectation that he would never suffer any real consequences from the criminal justice system. The ugly truth is, had he been incarcerated as most would expect, he would still be alive.
