As I understand it, as part of the post Newtown “tightening” of gun laws, they wrote the language that had the effect of making legal pre ban black rifles. I would call JoJo’s in Southington and ask for John for the current skinny.

Pre bans are for now, legal to purchase. The business you linked to is by all accounts reputable (I have friends and coworkers that have dealt with them), but JoJo’s is also a safe bet for info and/or purchase. The bad news is your son will pay a premium for a virtually antique lower. Nothing wrong with that, but it’s insulting to have to spend that much on a lower that is 24+ years old when new can be had for a fraction of that cost in free states.

I would also be concerned with what the magazine situation is in Connecticut. I don't remember the details, but I am not sure if you can buy new 20 and 30 round magazines.

10 Round maximum on all new magazines.

When I lived in CT. JoJo’s did some work on a few 1911's I had.
I will tell my Son to check them out !

Well, he could have had some older magazines laying around in anticipation of a gun that he never got around to buying.

Pre ban ARs are popping up everywhere in CT gun shops these days, provided you want to pony up $1,800-$2,500. I’ve even seen some pre ban AKs although $1,800 for a WASR seems like a crime against nature.

Well then if that is the case he was REQUIRED to DECLARE them to the State of CT.

(Please be careful. If you do not understand CT law you could be providing suggestions of ILLEGAL behavior.)

Do Colt Match HBARS's have a higher value in CT?

I only follow this vicariously through friends, since I no longer live there, but my sense is people just want a legal pre-ban lower, and they then turn that into whatever is the latest MLOK hotness of barrels, gas systems, triggers, etc.

Not certain since I'm not one of the Pre-Ban collectors. Certain Colt's were banned by name. I know that for a while there the hottness was a Colt Carbine (going way back to A2 days there was a specific model). That one was not on the "list". But this all predated the Sandy Hook legislation which caused some changes.
