I saw the "don't stand on the sit-down toilet" one in a hotel in Hanoi a few years back.
It was clearly for the guests- the locals are very proud of their flush toilets.
(And Bidets. They are pretty French still when it comes to matters of the water closet.)

Safety regs are basically non-existent, so of course there's no designated beach areas for picnics & swimming vs 4-wheeling. A Pakistani guy was wheeling his SUV a bit close to the water line and got stuck. Like real stuck. I watched the attempts to unstick him resulted in broken ropes, much arm flailing, and frantic pointing at the incoming tide.

Light was coming off of Lake Erie and I was into HDR pics at the time but this image was actually nearly what I saw, minimal editing happened. Mailbox blue was made a little more intense.

This image (in post 29) likely referred to the National Recovery Administration, an early 1930s era agency started under the Roosevelt administration (I think during the first 100 days). Lots of alphabet soup federal entities created during that time. More info at the link below.
