The views in the article seem to track with what the LEO community here on PF has said. Its interesting reading.

What the article didn't say -perhaps wisely - is what happened to the "management level" gang members from the 1990s.

I'll give a hint; some of them promoted into Chicago government. Others liaise between the block and City Hall. Even before BLM happened crooked Chicago officials would spring connected thugs and the CPD would be hog tied-police have to answer to civilian leadership ,crooked or legit.

Add in the anti police culture and the writing is on the wall for aggressive inner city LE.

I wasn't aware of the ACLU agreement. When you look at the effects of their actions rather than their words, it's almost like the liberals are waging war on poor black people. (I'm well aware that's not an original thought.)

Pretty depressing article.

I'm sure this is pretty much par for the course with any of our inner cities experiencing high murder rates (Chicago, Detroit, New Orleans, Memphis, ...)

Personally I think it's going to get worse before it gets better. I don't see the institutional neglect imprinted on the block- and ward-level political mindset changing anytime soon.
