Man charged in burning death of Mississippi teen

Quinton Verdell Tellis, 27, has been charged with capital murder in the death of 19-year-old Jessica Chambers. She was found along a road, badly burned, on Dec. 6, 2014. Tellis has three prior convictions in Panola County — two for burglary and one for fleeing from police. He was released from prison in October 2014, two months before Chambers' killing. Monroe police in November identified Tellis as a suspect in the death of Meing-Chen Hsiao, a recent University of Louisiana at Monroe graduate from Taiwan who was found dead in her apartment in August, killed by stabbing. Tellis has not been charged in the 34-year-old Hsiao's death but has been charged with using her debit cards after she died. He is also charged with one count of possession of marijuana with intent to distribute. Bail was set at $200,000 on the Louisiana charges. Tellis will be transferred to Mississippi after the case against him in Louisiana is completed, District Attorney John Champion said.

Tellis had been in prison on three felonies when Chambers was killed. "His 3 prior convictions were for felony evasion of felony fleeing as we call it for two separate burglaries," said Champion. Even though he was sentenced to 5 years for that 2010 burglary and fleeing, he only served about a year. Prosecutors said that's normal. A 5 year sentence can mean some prison time and then probation and Tellis may have had to do only 25% of the time. He was back on the streets in 2012 when he was convicted of the other burglary. His 8 year sentence for that still had him back on the street in October 2014. In December 2014 Chambers was killed.
