I watch a lot of college football games and I see state police/troopers providing security for coaches at away games. I've even seen Rangers with Texas teams. So my question is, how do you get this detail? Seniority? Suck up? Beg? Just sign up?

Not always, but in many cases it's because you are a PIO and/or suckup.

Here in MT it's a volunteer detail. For away games, You fly with the team, get out up in a hotel, watch a game from the sidelines and fly back. I don't think we've ever had issues getting the details filled.
