One partial solution to this problem would be concealed carry, but of course the residents of Capitol Hill are largely disarmed since it is extremely difficult to even own a firearm in DC, while carrying is still basically tied up in the courts, and to make matters worse, most of them firmly support the effort to keep them disarmed.
