What's up with my account? It says I may NOT start new threads, and I may NOT post attachments.

Just now, when I tried to respond to a for sale ad, it said I do not have permission to access this page.

Apparently ANY attachment, from the little "permissions list" at the bottom of the page. I have never tried to attach a photo; how does that work here? If I can attach directly from my 'puter, fine. If I need to use a host of sorts (PhotoBucket, etc.) no thanks. Got the kitten spammed out of me last time I did that.
