Actually, it's been watered down to those "privileged to carry a concealed weapon." As we all know, when we have to get permission from the state, it's no longer a right.

To what ends? The article doesn't say.

Maybe they want to sell it to marketing companies for gun/product marketing? The NRA for a membership drive?

The oft-used phrase "conceal and carry" drives me nuts. It's "concealed carry". As in "permit to Carry a Concealed Weapon (CCW)".

My money is on someone saying "concealed carry" to a major-agency reporter in a phone call, and the gun-ignorant kitten-lover writing it down as "conceal and carry"... Ugh.

I do not understand this, I thought Roe V Wade settled that we have a "right to privacy". Surely some of that right applies to other constitutional rights.

Nah! Killing babies is legal, but once those babies make it through Roe v Wade, they are as safe as houses :-P

I have never heard of a single one of these papers, and have never read one either.

It also looks like they have decided this was a bad plan, and have stated it was all a "poorly-worded internal memo".
