I think the term you're looking for is non-interventionist.
"Isolationism" would include trade, travel, etc.

Carter, maybe... He wasn't around long enough and had world events thrust upon him. Hard to argue though, since he was rather prominent in the Egypt/Israel accords.

Don't really know much about Hoover, but, certainly not "isolationist". He was Sec. Commerce before Pres. (And a Keynesian before Keynes.)

We are still involved in a large number of countries. Most of it is small and involves advising and training, but considering that those missions are nested within national policy objectives I would say we are still pretty involved. The number of general purpose forces deployed is shrinking but life is changing, not slowing down in the SOF world.
