officers responded to a report of a man wandering in and out of traffic and attempted to get the man to safety.
"At some point between the time we called and the time EMS arrived, the man attacked the officer, wrestled his baton away from him and struck him," McManus said.
The officer fired several times at the man and shot him in the torso, McManus said. He said the man continued to fight, despite the gunshot wound.
"Subsequent to that, he was tased because he got up and ran. He was tased even after he was shot," McManus said.
Paramedics and police were able to get the man onto a gurney.
"He started fighting again trying to get off the gurney and was tased a second time," McManus said.
