I had the same experience in Wisconsin.
Actually I had the opposite experience, I was out of town and the road opened up and was straight and wide, but I had not yet passed the first 55mph sign.
Asked me how frequently I traveled to the area, and when I said something to the effect of "It depends on if the company I just presented to start buying from me" he made me follow him to the courthouse and pay, and the limits were so wacky in this little town even he couldn't consistently stay under them.
