With Winchester 130 FMJ mine shoots "to the dot" out to 25 yards.
With Winchester Ranger-T 130gr. +P JHP it shoots to the top of the front sight.
So it basically shoots the FMJ about 2" lower than the hotter JHP at 25 yards.
A file won't work because of the tritium insert in the front sights.

Almost every fixed sight .38 S&W has ever made is regulated for 158gr ammo.

I'm telling you, 158gr lead bullet like they use for the LSWCHP, except in the shape of the bullet used for the 135gr Gold Dot loading, form the hollow point with the same sort of die they use for the HST, use Nyclad instead of a copper jacket. That would be a winner.
