I read an article that claimed that the NYC community colleges are having to do significant remedial education with incoming students because they can't read on a college level after graduating from NYC schools.
Clearly NYC's allocation of resources and attention is totes rational.

I can believe this.
Last year I took the NYPD entrance exam with a buddy of mine who used to be a cop for MPD in D.C., and was entertaining the idea of getting back into policing. I figured....ya, sure, I'll go too.
I honestly....not even joking....thought we were in a Juve life skills/vocational class. When I commented to my buddy, he replied in the affirmative. We were both completely flabbergasted. It spoke volumes about the NYC school system.
