    NV - Concealed carry on college campuses - AB 143

    With all the anti-2nd Amendment legislation in the news, including CO banning guns on campus, I was happy to read this today.

    A Nevada Assemblywoman is trying to make it legal for concealed carry permit holders to carry their firearms on the state's college campuses.

    Republican Las Vegas Assemblywoman Michele Fiore introduced AB 143 during floor session Monday. The bill is also sponsored by 16 Assembly members and six senators.

    The bill allows concealed permit holders to carry on Nevada higher education campuses, except for at campus sporting events with a seating capacity of 1,000 or more. It also authorizes campus police to inform permit holders of firearm educational opportunities.

    Fiore says students should be able to protect themselves and keep their Second Amendment rights regardless of where they are. She adds that students taking night classes can be at risk because of an inadequate number of security guards.

    On one of our local news stations they are running an online poll. When I went on it, it was like 74% yes, 12% no.

    I agree this is good to see, but I don't get the "sporting events with a seating capacity of 1000 or more people" exception. You lose the right to defend yourself if you happen to be around 1000+ people. Makes no sense to me. Reminds me of the idiotic laws in NC that say you cannot carry in any event where admission was paid to get in such as conferences, amusement parks, etc. It also states that you cannot carry when any gathering of people is happening such as a funeral or parade or the like. All the weird exemptions make carrying almost impossible. A friend of mine went to NC for a conference and after looking at the laws he decided to skip taking his gun entirely. While NC has reciprocity with his state the exemptions made is impossible for him to carry legally.

    It doesn't make sense to me either but I believe I understand their reasoning, not that I agree with it. I'm definitely supportive of the legislation and will be doing everything I can to encourage them to keep pushing this forward.

    This kind of garbage is inexcusable.

    This article hits on some of the key issues pertaining to this legislation.
    Concealed weapons are prohibited on campuses unless an individual obtains permission from the college president. Fiore said nine people applied to have a weapon on a Nevada campus in 2011 with one granted, and five of the 13 who applied in 2012 were granted.

    "And that's part of the problem, the picking and the choosing," she said.


    The restrictions on allowing concealed weapons on campus are explained in the Board of Regents handbook, which says in part: "The statutory prohibition of weapons, including firearms on campus is longstanding. The prohibition contributes to the welcoming and open nature of the NSHE institutions and promotes an atmosphere conducive to learning."

    In a statement Monday, Chancellor Dan Klaich said, "The bill permitting concealed weapons to be carried on campus is not supported by system presidents, law enforcement professionals or the chancellor. I believe that the Board of Regents has already fully addressed this issue through a policy that allows concealed weapons to be carried on campus under limited, appropriate circumstances. We will not support any further extension of that policy."

    Some Nevada law enforcement officials opposed the proposal in 2011.

    Adam Garcia, chief of police at the University of Nevada, Reno said in December that he remains opposed to the bill as he did in 2011. The UNLV Faculty Alliance also opposed the bill in 2011.

    If the measure wins approval in the Legislature and is signed by Gov. Brian Sandoval, it would take effect July 1.

    The "campus carry" issue was a controversial topic in the 2011 session, when former state Sen. John Lee, D-North Las Vegas, brought a similar bill to the Legislature. The bill passed the Senate but did not get a vote in the Assembly Judiciary Committee late in the session.

    Lee sponsored the bill on behalf of Amanda Collins, a concealed-weapons permit holder who was unarmed when she was raped by James Biela in a University of Nevada, Reno parking garage in 2007. Collins gave emotional and candid testimony on behalf of the measure at the 2011 session.

    Collins said in her testimony that she could have defended herself if she had been allowed to carry her weapon.
