    Since this miscreant has deep pockets, I think that some felony charges would be appropriate, as well as suing him in civil court.

    Our local police force has a horse mounted unit. In the 80's and 90's they were trained in dealing with "crowd disbursement" and were called on to do so several times. Mostly unruly college kids after sporting events. Now the force has been largely relegated to looking pretty (but they're not allowed to carry SAA's and lever guns :shrugs.
